                                                                              Kazakhstan-Estonian relations

 

General information

 

On May 27, 1992  diplomatic relations between the Republic of Kazakhstan and the Republic of Estonia were established.

 

In June 1995 the Embassy of Kazakhstan was opened in the Republic of Lithuania with concurrent accreditation to the Republic of Latvia and to the Republic of Estonia.

 

In July 2012 the Embassy of Kazakhstan was opened in the Republic of Finland with concurrent accreditation to the Republic of Estonia.

 

In March 2013 the Consulate of the Republic of Kazakhstan was opened in Tallinn.

 

Political relations

 

The Republic of Kazakhstan and the Republic of Estonia support political dialogue, which was initiated by visit of the President of the Republic of Estonia Lennart Meri to Kazakhstan in June 1994. During the visit the Treaty on mutual understanding and cooperation and the Agreement on cooperation between foreign ministries were signed.

 

In August 1994 an official reciprocal visit of the President of Kazakhstan Nursultan Nazarbayev to Estonia took place. During the visit a Joint declaration on main directions of relations between the countries was signed.

 

On April 20-21, 2011 an official visit of the President of Kazakhstan Nursultan Nazarbayev to Estonia took place. During the visit the President of Kazakhstan has met with the President of Estonia Toomas Hendrik Ilves, Prime-Minister Andrus Ansip, Speaker of Riigikogu Ene Ergma, Mayor of Tallinn Edgar Savisaar. A number of bilateral documents, directed at deepening of intergovernmental cooperation were signed.

 

On September 7-9, 2009 during the official visit to Astana the Prime-Minister of Estonia Andrus Ansip held negotiations with the President of Kazakhstan Nursultan Nazarbayev, Prime-Minister Karim Massimov and Speaker of Senate Kassym-Jomart Tokayev. During the visit agreements on exemption of owners of diplomatic passports of two countries from visa requirements, on economic, scientific and technological cooperation, and also on cooperation between the ministries of education and science of Kazakhstan and Estonia were signed.

 

On May 4-5, 2012 during official visit of Minister for Foreign affairs of Estonia Urmas Paet to Astana an official ceremony of opening of Embassy of the Republic of Estonia in Kazakhstan was held.

 

On September 6, 2012 during the working visit to Astana the Prime-Minister of Estonia Andrus Ansip met with the President of Kazakhstan Nursultan Nazarbayev. During the visit the Kazakhstan-Estonian business forum with the participation of Prime-Minister of RK Karim Massimov was held.

 

On May 22-24, 2013 Minister of Economy and communications Juhan Parts and Estonian business delegation participated in Astana Economic Forum.

 

On May 19-21, 2014 took place an official visit to Kazakhstan of Denis Borodich - head of the Estonian parliamentary group on Cooperation with Kazakhstan.

 

On November 13-16, 2014 took place a visit to Estonia of Bakhytzhan Yertayev - head of the Kazakhstan parliamentary group on Cooperation with Estonia. During the meetings with Estonian parliamentarians the two sides discussed the development of inter-parliamentary cooperation between Kazakhstan and Estonia.

 

On February 26–27, 2015 the working visit of Arnold Rüütel, former President of Estonia with high-level business delegation to Kazakhstan took place. Cooperation on transport and transit as well as use of advanced Estonian agricultural technologies to establish a joint production was discussed.

 

On May, 30–June 1, 2015 Mr. Arnold Rüütel, former President of Estonia visited Kazakhstan to participate at the opening ceremony of the Memorial to Victims of Political Repression in Spassky near Karaganda.

 

Economic and trade cooperation

 

Indicators of bilateral trade between Kazakhstan and Estonia are not high, due to the negative impact of the global financial and economic crisis.At the same time it is necessary to note that in the recent years there has been a steady trend of increase in turnover of goods, and export to Estonia has significantly increased as well. In 2015, the trade turnover was 50,9 million U.S dollars (export – 15million U.S dollars, import – 35,9 million U.S dollars). In 2014, the trade turnover was 57,7 million U.S. dollars (export – 1,4 million U.S. dollars, import – 56,3 million U.S. dollars).

 

There are more than 70 enterprises with Estonian capital, which are engaged in export-import operations, building, furniture, food.

 

Kazakhstan is highly interested in cooperation with Estonia in transit and transport area, sphere of high technology, border protection, environmental and energy-saving technologies, using of water resources, and also in the sphere of Internet-technology, where Estonia takes leading positions on EU.

 

Kazakhstan-Estonian Intergovernmental Commission

 

In accordance with the Agreement on economic, scientific and technological cooperation, which was signed during the visit of Prime-Minister of Estonia to Astana in September 2009, the Kazakhstan-Estonian Intergovernmental Commission on trade and economic cooperation was established.

 

Currently 4 meetings of Intergovernmental Commission were held (March 2010 - Tallinn, February 2011 - Astana, August 28, 2012 - Tallinn, November 5-6, 2013 - Astana).

 

Cooperation in transit and transport sphere.There is a developed system of transport infrastructure in Estonia. Estonian side shows great interest and readiness to facilitate the transit of Kazakh goods through its ports.

 

On June 15, 2011 and July 8, 2011 the meetings of Kazakhstan-Estonian expert group on development of cooperation in transport sphere were held in Astana and in Tallinn respectively.

 

On April 16-17, 2012 the first session of Kazakhstan-Estonian Work group on issues of cooperation in the sphere of transport, transit and informational technologies was held in Tallinn.

 

On 22-23 May 2014, within the framework of the 7th Astana Economic Forum and the annual 18th Kazakhstan International Transport & Logistics Exhibition (Transit Kazakhstan - 2014) Estonia was represented by the national stand "Estonia - Your choice for logistics", which included leading Estonian companies.

 

At the 19th annual Kazakhstan International Transport & Logistics Exhibition (Transit Kazakhstan - 2015) that took place in Almaty on 16-18 September 2015, Estonia was represented by a joint stand which included 8 leading Estonian companies.

 

Cultural and humanitarian cooperation

 

Since 2004 Kazakhstan's "Abay" community is functioning in Tallinn, which holds events dedicated to the culture and history of Kazakhstan.

 

The Kazakh film festivals were held in Tallinn in 2009, 2011 and 2014.
